Help with unlocked LG 1150 - Does not work with Cingular

Can someone help me with my cell phone. I have an unlocked LG1150.

It was originally an AT&T phone. It works fine with T-Mobile, but when I put in a Cingular Sim Card, it does nothing. It displays the provider Cingular on the screen. It will not dial a number, receive a call or send/receive a text message.

Any Ideas???
