I have an AVI file that is 25.0 FPS and i heard that means it is PAL...But i live in US and i don't think my DVD will play PAL, so will it hurt if i did NTSC instead of PAL..

when you encode your AVI to dvd using which ever program you use if it gives you the option to create a dvd as PAL or NTSC it will make the required modifications durring the conversion

your cpu will be workig hard whilst encodeing but what do you mean by run hot what temp are you talking about have you checked your fans heat sinks etc

IT's an intel pentium 4 3.2 ghz and it is running 70,71 or 72 C

And i see all my fans working but it says my chassis and power fans are 0 RPM

if those temps are under load they are ok a bit cooler wouldnt hurt look into a better quality cpu fan and make sure you use a good quality thermal paste under your heatsink
if there at idle then you definetly need a new fan !!!!!!!
