VHS to MPEG how to?

I am just getting started in this. I want to take somethis I have on VHS and convert it to something that can be downloaded from my web site and viewed on a computer. Can someone point me in the right direction. I realize that I may need to buy a new video card for my computer. Any suggestions on what works best would be appreciated.

you can buy a video capture device like dazzle for capturing vcr movies.it costs between 39-69 dollars U.S.
