boot from DVD to CD?

What swap disc can boot from DVD to CD? Only my swap magic DVD works, and i need to do the independence exploit (and the only way i know how involves writing the exploit to a CD)

I tried DVDLoader, but the disc never stops spinning to let me swap.

load dvd loader (just the swap magic dvd will probably work)
eject the disc and insert an original ps2 cd game to refresh the toc to cd
then do your swap
