Well you can go to your provider but it will cost a lot..

you can also do it remote.. not free though...

There is a free way of unlocking the V551, if you do a Google search you can find it quite easily. However, I wouldn't much advise it, since the probability of damaging your phone is quite high. For V551 unlocking you can use http://www.cell-unlock.com/motorola-v551-unlock.htm
