V-Rally Championship Edition-PSX game, PAL version on NTSC PlayStation 2(backup)

I just got a PAL copy of V-Rally Championship from my friend, and I'd like to make a backup of the game converted to NTSC. Are there any PSX PAL to NTSC patchers or a PAL/NTSC patch specifically for the game? And, how do you make a 1:1 backup with the encryption(I know there's a program, just don't remember the name of the program) put in the game?
