Recently I have been trying to copy a DVD onto an 8cm 1.4gb DVD-R.
I have not been able to get this to work and I have tried many things. The only thing I can think that I am doing wrong at the moment is I am using ImTOO DVD Ripper to convert the DVD into a .vob. The reason I am using this is because I don't know of any other programs that let you choose custom compressions for vob. Does anyone know of any? Is it actually possible to write a DVD onto one of these discs atall?

You've given me a challenge and I thought I'd try to come up with a solution for you.
Ok... I've successfully done it using DVD Shrink. The problem is that it will only compress a DVD so much at once. I used my Batman Begins backup copy to attempt this. Now, people who read this, don't laugh :)...
I ran the 4.35 GB backup DVD through DVD Shrink 4 times, each time compressing it as much as the program would allow. Without menus, any extras and keeping the smallest audio track (2-channel if available), I determined that yes it is possible to reduce the size of a full DVD-9 to fit a Mini-DVD (1.4 GB)
However... I do not recommend doing this for several reason.
1. It takes a long time to run a DVD through a program like Shrink a few times.
2. The picture quality was terrible even though I used all the settings available to attempt to preserve it.
3. Quite simply, you don't really need to do this :-)
Verdict is unless you absolutely need have a particular movie on a mini-dvd and you need it to remain DVD format, know that you could get way better results ripping the original DVD and converting it to DivX. You can get a higher image quality doing that and you movie will fit on a standard CD-R. If you have a Standalone DVD player that is capable of MPEG-4 DivX playback, you can convert your DVD to a bigger AVI file and it will fit on a mini-dvd also. If you convert a DVD to a 1.4GB DivX, you will have a very good quality movie backup. (very close to DVD quality)
Of course, after doing a full DVD backup onto a dual layer DVD, the best choice is to copy to DVD+R. Because it has a 4.35 GB (approx.) capacity, you will be able to make inexpensive DVD backups and preserve the most picture quality.

Nero Recode will also do the conversion to a mini-DVD, and it will be twice faster than Shrink. As for quality, I have never tried to do so much compression, so I can't tell, but I imagine you will loose a lot, like Nick said. Some people will say use DVD rebuider+ CCE, for best quality, but slow encoding. Never tried that one either.

Perhaps you can get dual layer mini DVD-Rs? Would they be big enough to hold the lowest compression Shrink can handle?

That would be better, but I don't think they make DL Mini-DVD. I'm not 100% sure about this though.
Out of curiosity, may I ask why you need those movies to be on Mini-DVD?

I don't really need to; I just saw mini-DVDs for cheap so I got them to mess around with and then I set myself a challenge.

That's cool.
In that case, if you still wanted to have those movies on mini-DVD, then Cyprusrom has a good idea to suggest they be split in two discs.
I haven't bought those mini DVD's yet but I think they were designed mostly for portable devices, like digital camcorders that record directly to DVD.

I got them from Pound Land but this only applys to you if you live in the UK. There are many places you can get them from, there are lots on eBay.
