Refresh TOC does NOT work with swap magic, please help

I have a Narutimette Hero 3 backup and for some reason this game continuously locks up and the most random places in the game. Sometimes cutscenes skip, super move sequences skip, and the music usually stops altogether and all these things are unpredictable yet they happen all the time.

Someone suggested Refresh TOC in a thread I read somewhere but it hasn't been working for me. In fact I can't refresh TOC for ANY of my backups

To my understanding, the process is..

When SWAP DISC puts you on the LOAD GAME screen, eject the disc normally and it'll say "Insert larger TOC disc"

Now I've read plenty of threads that give me a list of games that have high TOC (The ones I've tried are MK: Deception, San Andreas, and Onimusha 3) but none of these work. I have also tried booting the CD swap disc...and refreshing it with the DVD swap disc.

All of these High TOC discs bring me to the "Insert your own disc backup" part, so I open the fliptop and put in Narutimette Hero 3 (or any of my other backups).

As soon as I press X to Load Game, the screen fades red like normal, and its supposed to boot the game up, right? Well EVERY single time I try this, first it sends me to the PS2 memcard mgr screen and it flashes NO DISC for a brief second, then it goes to the RED SCREEN OF DEATH (Please insert a PS2 Disc).

Mind you, I use VERBATIM discs for all 100+ of my backups and every single backup I own loads fine using the normal Swap Magic method but I wanted to load Narutimette up with the TOC refreshed to see if that would fix my lockup problem. I've tried reburning the ISO at every speed (2x, 4x, 8x) and have tried different brands but I am convinced its a TOC issue.

What am I doing wrong here??

have you tried pressing square to special boot?

I dont think special boot applies to backups, I think it applies to booting things from a USB storage device. But yes, I have tried booting with square many times and instead of going to the RED SCREEN OF DEATH, it goes to a black screen and never loads anythign up (I left it on for an hour to see if any of my backups would special boot after refreshing the TOC)
