Yes, you can use DVD shrink to do this, you can make the DVD region free or change it to what ever region you want by unchecking the region free option and checking the box for your desired region when backing up.

But first you'll need to make the original DVD appear region free to your drive, you can use anydvd or DVD Region + CSS Free Lite
