Can you burn a dvd from different files

I have a dvd series that I would like to save different parts in different files and burn part of one dvd with part of another is that possible?

I'm not sure what you mean "save different parts in different files"... I guess you mean that you want to take clips from a DVD and combine them. Like, for example if you wanted episode 3 and episode 5 only.
I have a guide that shows how to do this with Shrink. This works OK if you don't want menus. For menus you need to use something like NeroVision, although you could still use Shrink to cut out the sections you want.

Could this be used to eliminate commercials from a tv show?
I so, the resulting clips burned into a dvd disc will play one after another (continously) on my dvd player or will it play first clip and then stops, and so on?

Clips will play one after the other without stopping.
this is the way most DVDs play anyhow. To stop requires some nav information that won't be present unless you put it there.
