I have a PSP running the latest firmware (2.6 i think?) and i have a couple of problems running emulators.

I had C64 PSP and Snes emu running fine (on the GTA eloader) but after accidentally erasing my memory stick i cannot get the C64 to find any roms. I cannot remember where to put them. The snes works fine still as theres plenty of in depth instructions for this.

lastly. I have PSPuae. Has anyone got this to work with anything other than V1.5 firmware? If not how do i downgrade and what are the implications of running v1.5 firmware over 2.6???

You can not downgrade from 2.6 to 1.5 only from 2.00 to 1.5.

According to the official GTA eLoader compatibility list, this version of C64 is compatible:
