Adding movable boxes to a video?

I will first start by saying this is a noob question, as I have recently came to aquire a few different video editing software programs, and have begun playing around with them.

I would like to know how to add a solid color box (like black or white) to a video to cover up a portion of the video? Also I would like to know how to blur or pixelate an area of a video?

Basically what I want to know how to do, is if you have ever watched a video online, for example, one that has vechiles in it, and either there is a solid box added to the video to cover up the license plate, or the license plate area is blurred or pixelated. This is what I want to figure out how to do.

The programs I have are: Windows Movie Maker, Pinnacle Studio 9, Ulead Video Studio 8, and Adobe Premier 6.0.

Perferably the easiest method of doing this with any of the above mention programs (although I do not have Premier installed, but if the other programs can't do it, then I will install it).
