DVD video has 'bands' that are offset

I captured my video from my JVC DV camcorder via firewire. Sony Vegas was used to capture and edit the video which was rendered as an AVI file. Thne I used Avi2DVD and Imgburn to encode and burn. My video played fine on the computer via Media Player Classic. However, when I burned it to DVD and view it on my television something wierd manifests. As long as the video is focused on one thing it looks fine, but as the camera is panned around, the video has a banded look, bands are horizontal and every other band is offset to the left, and the others are offset right

Each band is about 50 or so pixels high. It only shows when the camera is panning quickly around. Any ideas about this?
