What error message does it give you?
How many times have you attempted to unlock the phone?

I use russian language in my phone.
If I translate the error to english it looks as "The functions of phone limited".
I have tried to unlock the phone before.
Maybe I overstep 5 times? ;-((
The phone still work correctly with Cellcom SIM card.

If I tried more then 5 times I have to use cable to unlock it?

You will need to contact a local professional who can unlock the phone for you. You will not be able to unlock it with a cable unless you are willing to pay $300 to buy the cable.
