After hours and hours of trying i figured what is wrong with my psp connecting through wifi max it seems my 1.5 psp is a jap firmware and has a bug

Upgrade to 2.0 and then downgrade using a different region 1.5 eboot.

Download a 1.5 eboot from North America or something.
