Video from Cannon camcorder to DVD-r burner

I have a new cannon camcorder and am able to get the video from the tape to the pc via firewire. An hour of video is about 13 gb.

Now comes my problem. I don't know what program to use to 1) set up chapters / menus for my video, 2) encode the video to bring down the file size to under 4.7 gb (whith the menus staying intact) and 3) what software do I use to burn to the DVD-r (a panasonic).

Help.

I also have a canon DV camera... I have used Nero Vision Express (with the additional DVD plugin) to create the DVD's. Then I use Nero Burning ROM (included) to burn those to DVD.
