Toshiba m45-s335 will not shut down

My toshiba m45-s335 will not shut down.

I have tried these things to fix it.

Uninstalled all toshiba software and reinstalled.
Scandisk
sfc /scannow command to scan and repair system files
repaired computer off of the xp home cd
chkdsk
antispyware scan(s) (8)
antivirus scan(s) (4)
registry scan(s) (3)
I have also disabled all startup items in msconfig and switched to diag mode

i even took a chance and called the tech support people in india.

i REALLY need advice for this because forcibly shutting the laptop down is starting to corrupt data on the hdd and i dont want it to lock up on me.

The computer gets done saving settings and then it just sits there.
