I authored a short DVD video using the TMPGEnc DVD authorer. I used TMPGEnc to convert a .mov file to DVD mpeg format and then compiled a DVD.
It worked just fine on my pc and after burning it to DVD disc, it also worked just fine on my pc DVD player. However, when I tried it out on two separate DVD players connected to my TV, the video came out all choppy, with frame skips and freeze frames. Pretty much impossible to watch. What could be the reason for this?

Most likely a media problem. What media did you use and what was your burn speed?
It could be that your player doesn't like the type of disc you used. Some player like +R discs others like the -R format.
What is the make and model of your burner? Can it booktype?

I used a +RW DVD at 4x write speed.
My burner...hmm...good question. I'll tell you what I've got in my device manager: Generic DVD-ROM SCSI CDrom device; TSSTcorp CD/DVDW TS-H552B
Uh...I believe it's a Samsung.
And I have no idea what booktyping is...

Well I just used that tutorial and I don't really know what happened. First of all I seem to have 2 primary drivers and 2 secondar drivers. Second, on some of those my "current transfer mode" is marked "not applicable". And third, after uninstalling them all and restarting, now one of the primary drivers has "PMO only" when before it didn't.
So I'm very confused.

I would check the firmware. If you have DVD Decrpypter select Tools>Drive>Check for Firmware Update.
Also, posting the log in the Nero forum will get the attention of the specialists, but a decent disk will solve most problems (especially those 'optodiscs')

http://www.mrbass.org/dvdrip/ is version 3.5.4.0
And it certainly has that feature Tools>Drive>Check for Firmmware Updates.
Check your version and download the above if neccessary.
Don't fret the 'PMO' (I think you meant "PIO"?).
Post the Nero log in the Nero forum and let the gear-heads steer you through.I still think its the media.
