No HDLoader should boot without a HDD in there - it'll tell you that it can't the HDD or there's an error detecting the HDD or something, I remember doing this a while ago.
Could be the magic chip, it's for V1-V8 from memory. The best way to find out if you only had it modded 3 days ago is to ask the guy who did the installation.
My bad , someone told me its a DUO or DUO2 chip...

I think the laser eye is weak , thats why I manage to boot Naruto DVD game or Tekken Tag cd , but never manage to boot 100mb CD ?
is there a solution for this ? maybe dl a DVD iso ?
and also , Is there a way to make USB Flash or Memory card boot incase that the laser eye will die soon ?

It says nothing about DEV1 mode (runs program off MC) or region free DVD so I'm assuming no it doesn't support it.
As for the laser... not much you can do if your chip doesn't let you boot programs off the MC unfortunately, you could try adjusting the laser (http://arstechnica.com/articles/paedia/hardware/ps2.ars/1) or else get a new one installed.
I'm surprised HDLoader doesn't work though, I don't see why it wouldn't. I could be wrong and that the version you got DO need a HDD in the PS2 for it to load properly...
not sure about the out of region dvd thing (have a look on the net for features of the mod) but, for the laser thing... If it dies, you can get a new laser installed instead of buying a new machine

and Why do I get "Playstation 2 disk" screen and it doesnt boot the damm HDLoader :-) (Must I have memory card for it to work?)
and last , will DVD have better chance to load then CD ? can I make the PS2 boot from MC or HD if the eye fails ?
It could be that your laser is dying so much that it just doesn't want to load...
Yes DVD tends to be better than CDs. And no cos your modchip doesn't support DEV1 mode so can't boot from MC or USB devices (as I have mentioned above)
