I was given a V3 RAZR from a co-worker who left T-mobile and has no use for the phone. The phone has T-mobile logos and a T-mobile start up screen. When I start up the phone, it asks for a sim card. I am with Cingular and when I enter my sim card, it displays...

Enter Subsidy Password:

It has a line for 8 numbers/letters/characters underneath it.

1. What am I to do with this?
2. Does this mean that it is locked?
3. Can I do anything with this phone without a data cable?
