Does anyone know if DMS Explorer can be installed thru USB drive?

Ok i have figured out that i have a V9 PS2 with a DMS3 chip installed. My dvd drive won't spin the disc anymore(could be the LA chip or bad laser i don't know). I never installed the DMS Explorer when my drive was working so now my only recourse is to either send my PS2 off to get fixed or to somehow get the DMS Explorer on my MC since thats where it will be installed to anyway. That way i can boot up in dev mode and cut out the busted drive altogether. So does anyone know if this is possible seeing as i do have an elf file for the DMS Explorer?

Ok, so maybe no one here knows(or cares) about what i am trying to do, regardless i do have a follow up thought on this.

Is there any possible way that i can put an application's elf and cnf files(in this case the app is DMS Explorer) into iso format(isobuster?), put that iso onto my hard drive and then run it off my hard drive? I just need a way to get it to install on my memory card so i can get my chip into dev. mode and bypass using the now busted laser altogether.
