Check your AV lead, remove it, blow on the connectors and plug it back up, if it still happens, double check that its not your tv, if not then its a problem with the PS2.

Ok, does this problem occur constantly at a normal pace, or does it happen randomly at anytime?

I think you should open up the console, and clean it out, use a hoover or* can of compressed air to remove all the dust, dust could be causing a circuit to short, so its giving you this problem, if that doesnt help then its probably the end of the ps2, does this only happen on the game? or does it happen at the browser screen too?
Dont mean to ask loads of questions, just trying to diagnose the problem.

Ok, power up the ps2, and leave it at the browser screen for a little while, let me know if the skipping occurs at this screen too.

and skipping/or a flickering screen can also occur when the ps2 is placed next to speakers or something that has a high magnetic field, so if its placed next to something of the sort, then move it out the way and see if it makes a difference.

Well you said that it was placed next to your monitor, speakers..... So it is possible that the playstation has been damaged, this does sound kind of stupid but a magnetic field interferance can damage electrical components. If changing the lead doesnt work, then I cant think of anything else, you might have to get yourself another system.
