Motorola RAZR V3 Apps Help Plz

I just got my RAZR a week ago and I love it but it won't let me open the Apps access so I can't download ringtones. Everytime I try to open apps it says unable to find catalog try again later. Thanx in advance for any help...I would really appreciate it!
