DVD Shrink will allow you to grab parts of movies from a DVD in Re Author mode and by using the Set Start and End Frames feature. [I would be very careful about uploading copyright material to Youtube.com though.] Look in the guides section for how to use Shrink and it's features.

I downloaded DVD Shrink and it only works for movies. so is there a program that will work with .mov, .avi, .wmv, and files like that?

well before the conversion, one thing should be made clear, what's the format of the resource file and output file. tools should be different if the movie is of DVD format or other video format, if you. most of the converters support segment conversion. you can search some video converters to do this, but you should notice that not every one will surport the functions you descriped
