I have a PAL dvd and cannot play it on my players. Neither can I back it up without the PAL continuing to encode. Can anyone advise me of how to back up a PAL so that it becomes an NTSC? Or at least disable the PAL code.

You can use DVD Fab Decrypter and DVD Shrink that gets rid of the regional coding and will allow you to play the disc in any player either PAL or NTSC.
