I was playing NHL 06 and sometimes it would be a bit laggy. are there any certain settings i should set? I am playing over a broadband connection at a university. will that matter?

Most likely, the connection at Uni is shared. So anyone else using the connection at the same time will be drawing bandwidth from the connection you've made to the PS2 server. If the b/band speed at Uni is low, then this will have a noticeable effect on your gameplay.
Sony recommend a minimum b/band connection of 256K direct connection from PS2 to server. Using routers etc, take the total connection speed down slightly, so a direct connection at 256K will give the full 256K available, but put a router in there & you might only have 224K available.
Check with your Uni, what speed their b/band connection is & the setup they use (most likely routered), and take into account the amount of people likely to be on at the same time & that'll give you an indication of how much available bandwidth you'll have for the PS2.
