Best app to downsample mpeg's for a handheld?

These are captures from a video card - I've clipped out some segments to test and they all play just fine on my Palm TX as is, but they're just too @#)(!@)(#% big to fit even on a 2 gig SD.

Files as captured were about 1 GB/hour, I would like to get that down to 250-300 MB/hour.

Does not have to be a one-click solution but does need to support batch processing. Freeware would be nice but I would pay $20-$30 for a fast and easy to use app.
