DELETING DVD FILE FROM HARD DRIVE

I NEED SOME HELP DELETING A FILE FROM THE HARD DRIVE. I'M NEW TO THIS WHOLE DVD BURING THING. I MANAGED TO FIGURE OUT HOW TO DECRYPT, SHRINK AND BURN ALL ON MY OWN BUT AM HAVING TROUBLE DELETING THE FILE. IT KEEPS TELLING ME THE FILE IS IN USE. I HAVE CLOSED OUT ALL PROGRAMS. THESE MOVIES TAKE UP WAY TOO MUCH SPACE AND SINCE I AM ON MY WAY TO HAVING A DVD LIBRARY I WANT TO MAKE SURE THESE FILES ARE DELETED PROPERLY. ANY ADVISE???

Reboot the PC and try deleting the file again.
You should be trying to delete either and ISO image or a VIDEO_TS folder containing the video files.

I tried deleting the Video_TS file but the response is that the file is in use by another program. I have tried closing all the programs such as Decrypter & Shrink but have not rebooted. I hope this works.
