You need to extract the game files from the iso/disc to your PC's HDD 1st. Then open up the SYSTEM.CNF file in notepad, change it exactly as Noamos has stated, then save. Then you rebuild the iso with the modified SYSTEM file.
You can't modify files already in the iso/on the disc!

Call me stupid or whatever, but for some reason when I open the disc up and type the 1 after 211.11;
like this, 211.11;1
When I save the notepad file, I re-open the system.cnf file and it was like I never did anything to it.
So I extracted the files for the game and I can't open the cnf file to edit it now. I have swap magic 3.6, but I mostly use the HDD when I play my games. This is why I don't really want to use Zoneloader or whatever. Can someone offer any advice or program that will help me run Scarface off the HDD???
Much thanks in advance

Thanx for everyone's input. My dumb azz finally got it right.
My problem was that I was saving it by just x-ing the note pad instead of hitting file and then save.

You went way to far on the rebuilding process you should have used apache and either written down the files in order cuz if you WinRAR the iso so now you don't have a clue how the files were put in order look for the rebuild tutorial within the forum and will give links and details on how to do it.

To do it from ISO download Gnies Expert program.
Select Shrinker_ps2_psp_CdDvd5_iso.epi as plugin
Then for Big file select your ISO
Click extract LBA
Click extract files
Goto folder with files in and open notepad, drag the SYSTEM.CNF onto notepad.
Edit the file as needed, Save it
Then go back to Expert and click Rebuild LBA
Then Click Rebuild files.
If you are doing it from DVD then use ISObuster to extract all game files
find the folder and edit SYSTEM.CNF with notepad
Open CD/DVD Gen and create an ISO by adding the game files
Then either burn to DVD or use WINHIIP to install to HDD.
