I'm pretty sure it's hardlocked because between my cousin and I, we tried to unlock it and we failed miserably, more than 5 tries.

There is a guy on Lara Promenade somewhere opposite the new Nicholas building. The blue glass building. There was another place just east of Henry St on the North side.
