ok, while i was gone from the house my bro was using my computer and now when i turn on the cpu sometimes no icons no toolbar will show up,then i restart it by holding the power button to turn it off then turning it on again,then sometimes the toolbar will lock up but the icons will work ,then sometimes when i restart it the icons will show up ,the toolbar will scroll open but neither of the things i click on will open up,but then sometimes it will decide to work just fine. i have NO CLUE WHATSOEVER of wat the problem is i ran a virus scan but id doesnt find nothing.

any help will be greatly apprecciated.

If you have System Restore available to you....try using it and setting the restore to a date you knew things were working fine.

If you've ran scans for ad/spyware....or other malware, the only other options besides a new install could be a repair installation.

Check the Task Manager and see if you see any processes running you don't recognize, or try HiJack this and post back the log it creates.

Aside from your startup entries being more cluttered and unnecessary...the log is clean.

Any theme software in use other then the Windows shell? Style XP, WindowBlinds..etc?
