Depends on what you mean by best. Everyone has their own opinion.

Here are a few I've used. They generally provide just what I'm after, a copy of of a movie.

CloneDVD with AnyDVD
Ripit4me with associated programs.
Shrink with AnyDVD, autoburn with Nero.
ImgBurn with AnyDVD using the build mode.

There are lots more combinations and techniques to use.
For excellent quality, DVD Rebuilder along with CinemaCraft Encoder is popular. It does take a bit longer to get the job done though.

The program is important of course. Just as important is using good media, a good burner and a well maintained computer that has enough memory, speed and hard drive space.
Don't forget about technique either. Many problems we see here could be avoided if folks would just take the time to learn about the program they are trying to use. Most of them are not all that complicated but there is a learning curve for most.
