Base use to be KPN not Mobistar.

What network worked in the mobile when you first bought it?

I was with BASE and installed everything for BASE now i'm useing mobistar, everything works only wap and email doesn't work because it's still instaaled for BASE
and howmuch times can I try to change the IMEI number cause i think it's the fourth time

What do you mean you installed everything? If your mobile works with a different network then your mobile is already unlocked.

If you are after Wap / Email settings for your mobile network do a google search.

the one problem is that if I want to call someone, I'll get just a voice who says that for safetyprescription my cellphone is blacked and i can't call

No mate the network has put a permanent block on the mobile, the only thing you can do is throw it or use it as a paperweight.
