slimline V13 black screen at start up!

My playstation2 works fine but doesn't show the picture.
the laser works, cause when a disc is inside, the laser does the initialization but stays there and does not load the disc.

it looks like a biosproblem or a burned component, but i'm not sure about this.

there is no modchip installed on the board.

i allready checked the fuses and they are all okay.

should i replace the bios-IC?
can someone please help me out with this??
