Loading SCUS/SLUS/etc. from PSP

I modded the SYSTEM.CNF file to load mass0:\SCUS_974.65;1 but when I boot it up, it doesnt even try to access the psp(I know this because the little light wasnt going side to side on the psp screen). Is that the right address to load from my usb connected psp? Or is that not even possible? Thanks for any help.

I have also tried cdrom0: mass0:\SCUS_74.65 but it still didnt work. Any ideas?
