Does converting a Pal 2 NTSC game also convert 50Hz to 60Hz?

Does converting a PAL 2 NTSC game also convert 50Hz to 60Hz? I ask this cuz I have the PAL version of DBZ Budokai tenkaichi 2 which plays faster on an NTSC ps2 since there is no option to change to 60Hz, basically my question is whether or not I can convert this PAL game to NTSC format (so the screen won't cut off) and still keep the same speed?

Converting from PAL to NTSC is all about converting from 50Hz to 60Hz. And yes, the speed should be the same.

Okay so how do I convert PAL to NTSC, I ask this cuz my crystal chip allows PAL games but the screen still cuts off vertically.
