DVD burner burns less than 0.5x (705KB/SEC)?? PLEASE help!

I have no idea WTF is going on, ANY dvd's i use, even changed the burner, it does not burn any faster than he speed i stated?! It takes almost 75-90 mins to burn a dvd...pissed off!
