Follow keal's guide, it gives you a link to Chunglam's launcher (which is safe).

So it doesn't even show up? What does your X:\PSP\GAME folder have in it?(where X is the drive letter of your PSP).

Eternalis, thanks for the help... but this is the thing, tell me if it's normal man. I get a background of Yuna, and all the text is different. Then I go to my memeory stick, and I see the two devhook things, and then there is an empty space above it which I go to and click on which gives a blank error. What the hell!? I seriously think it's something wrong in the devhook configs, please give me them.

OK guys, this is what's in my GAME: %__SCE__DH_MOD, __SCE__DH..., reconfigure, and for the SNES, 1.5 (with % and non%) Note that it was both 1.5 and 1.0 inside b4, but I took it out. Both conditions above didn't allow me to use my SNES. Wtf guys, please help!

Ok you have firmware 2.71 right?
Weird problems such as these are solved if you use Dark_Alex's update flasher to reflash your PSP's firmware 2.71. Here are the instructions:
1. Download Dark_Alex's update flasher from here:
http://www.psp-hacks.com/file/827
2. Extract updateflasher.rar using WinRAR and then copy all the folders inside the MS_ROOT folder to the root of your memory stick (i.e X:\ where X is the drive letter of your PSP).
3. Download the firmware 2.71 EBOOT from here:
http://www.psp-hacks.com/category/47
4. Extract the RAR file and then rename the EBOOT.PBP to UPDATE.PBP and copy it to X:\PSP\GAME\UPDATE\ (where X is the drive letter of your PSP).
5. Now on your PSP go to PHOTO-->HEND and when your PSP restarts then plug in your PSP's AC adapter and go to GAME-->Memory Stick and then start the Update Flasher.
Then once you have reinstalled 2.71, also format your memory stick and set everything up again.

@chaosnova,u already when to 1.5 stupid!!!lol!!the one u when with yuna's background is 1.5,i have changed the background and the fonts u can changed it back to normal by getting the 1.50 dump and just replace the font folder that is it.and u should not take out %__SCE__DH_MOD, __SCE__DH..., reconfigure or any files from the folder coz that is for launching devhook.

Just fricken upgrade to 2.71 then downgrade to 1.5. You won't brick your psp if you just follow the instructions.

Eternalis, you really think that it will work?
1.) Should I reformat?
2.) Should I just paste all of those files into my main root?
3.) Is there any risk of damaging my PSP?

Yes I think that will work. Another person on these forums called Skit had the same problem and they reflashed 2.71 on their PSP and then DevHook worked!
1. Yes. But remember to put the HEND files back after formatting.
2. Just follow the instructions I posted, it tells you where to put the files.
3. Yeah there is. However it will be safe if you have a full battery and have the AC adapter plugged in.
