right now which firmwares can be downgraded and which can run iso's? 3 of my friends want to buy psps from some guy selling them £50 each and will only buy it if it can be downgraded. Also which motherboards can be downgraded?

2.0-2.71 can be downgraded to 1.5. Ta-082 motherboards can downgrade to 2.5, no lower or you'll have a brick.

There is no point.

Also, you don't have to downgrade if the firmware of the PSP you buy is less than 2.71, as firmware 2.71 can play ISOs as well, just follow this guide:

2.71 can do anything you no. can emulate 1.5 to play and use homebrew so basically 2.71 is like the same as 1.5, just a longer process.
