I downloaded Naruto Ultimate Ninja PAL and burned it like i do with other games. i discovered that the screen ratio was off and also it was in black & white. i use swap magic 3.6 btw. after doing some more research i foudn that i had to patch the ISO file with the PAL2NTSC program, which i did.
SO i tried the new burned game but Only the title screen was normal (the one where it asks what language u want to play the game in) After selecting your language, the screen sizes goes back to being messed up.
Does anyone know what's going on?
Thanks!

Yeah, its not been patched correctly, or can't be patched properly - not all games can, which is why its always better getting releases from your own region if your TV doesn't support the TV signal of games from another.
Since you're using SM3.6, have you tried changing the region setting in the 'Video Mode' function of SM3.6?

yeah i tried every mode, normal, NTSC, and PAL. for some reason when i set it on NTSC the color is just fine, but the video size is still messed up. for ever other setting both the color and video size is wrong.

With a name like Anime1019, you sound like an anime freak. But if you want to play burned games, then your gonna have to know how to do all this

Have you tried with patching w/ ADR Patcher?
Converting PAL games to NTSC
Required:
- PAL2NTSC w/ YFix
- ADRPatcher
1) Run ps2_pal2ntsc_yfix.exe
2) Click browse and locate your game image
3) Click Patch File
4) Burn patched ISO
If the game fails to work properly, you can try using ADRPatcher
1) Run adr_patcher.exe
2) Click browse and locate your game image
3) Select PS2 PAL -> NTSC PATCH ROUTINE (NO Y POS)
4) Click Begin Search
5) Burn patched ISO
Swap Magic does support a forced video mode. Even if you force the game to whatever region your TV/PS2 is, it may still be off center or in black and white.
If you have Swap Magic you can try the following:
1 - Put swap magic in the drive and load it up.
2 - When prompted, use your disc swapping method to change Swap Magic for your backup game
3 - Using the Swap Magic menu on-screen, change the program loading option from 'NORMAL' to either 'PAL' or 'NTSC' depending on which you would like to boot your program as.
4 - Hit OK when you have selected the correct option.
5 - The game will load as normal but will boot your CD/DVD images in the required mode.
