Is there any way to get all the videos from a PSX and PS2 game disc?

Most games these days have the video files contained within a large 'munge' file, and to extract any content from those 'munge' files you need a custom made tool for that particular game or that particular filetype. If there's a tool out there for the game/file you wish to extract from then you should be able to use Google to find it. If not then you'd need to code a tool yourself.
Older games may have a separate folder containing video files, often with the file extension .PSS, which you can view with PSS Player, or demultiplex the video & audio into separate useable Aud/Vid files with PSSPlex
