question about HEND and my 2.71 TA-082

i just turned my PSP back on from last night after i succesfully loaded all the files for HEND and DevHook. but now it has the blue warning screen and then im back to 2.71. does this mean that i have to do the HEND thing and then boot dev hook each time i turn on the PSP? and also, where do i put emulators and the rom's on my psp mem stick? thanks for the help
