This is what I see, but you need to think for a second about your own tv habbits.
Think back to a time when you saw a tv show that had a computer running in the background. You can always see the monitor refreshing.
It's annoying.
My Xbox360 has been doing this on my TV since Day one, and it's driving me nuts.
First the hardware involved,
My TV set = Toshiba 36" SDTV with 2, Red, white, & Yellow "cable inputs" in the back of the set. I have played PS2 for years on this set with no problems at all. (and still can, I just checked again before this post)
*** NOTE *** The Toshiba set is roughly 9 Years old but has a great picture and is nice and big. Obviously a CRT
Xbox 360 = Premium Setup, the 20 gig HD, both SDTV and HDTV cables.
Problem = My regular "Tv shows" such as discovery channel is just fine and dandy. Clear as a bell. As soon as I switch my TV into "video 1" or "video 2" mode (depending on which video inputs I have the 360 on) I can litteraly see what appear to be refresh rate
bars slowly scrolling up the screen. EVEN IF THE 360 IS POWERED OFF.
Yes, I have checked, double checked, and triple checked to make sure the white went to white, red to red, yellow to yellow. And the "switch" is definately set to SDTV.
It doesn't matter if I use the video 1 slots, or the video 2 slots, I see the refresh rate lines.
Playing games it's almost (ALMOST) not noticeable, but if I look for it, I can see them.
A guy at TWEETER said I could use the HDTV cables instead, and manually change the reresh rate, even though I am using a 9 year old
SDTV. Is he full of it? (I think so, because I tried it and the best I could do was get a black and white image of the game on my TV screen and no audio)
I'm working on getting a HDTV in the near future, but for now, please HELP!

Sounds to me like the composite inputs on your TV have gone bad. But if these inputs still work with the ps2, ect... then I'd say go into the dashboard and xbox360 settings and set the resolution to 480i. My honest opinion is to throw it out. You can get a SDTV to hold you until you go HDTV that has component inputs for less than $200 bucks now-a-days.

But how?
How do I hook up the HDTV cables to my SDTV? I need to do this in
order to "allow" the menu to let me change video settings, correct?
Also, the switch on the back, should it be set to HDTV or sdtv?
I am sorry I don't know. I've heard you do it, but I've never read anywhere that you put the green HDTV cable into the red SDTV outlet,
then put the blue into the white, etc...etc...
Which colored cables go where? That's my question. As far as I got trying this method I was able to get a black and white image with no sound. I got scared, (lol) and quit. And yes Menace, the PS2 works perfectly. So I seriously doubt it's the component inputs on my tv.
Please reply just one more time and I'll let it alone, I promise.

If you use the HD Cable that came with the premium 360, just use the red and white that are together (audio) and the yellow one (goes to yellow composite) You don't need the red,blue or green. Make sure the switch is on regular tv, not HDTV. Then turn the 360 on, go to system settings and make sure it's 480i.

Alright, thanks anyway Menace. I did just as you said, I have the premium system.....So I used the SDTV cables, red, white, and yellow.
I hooked up red to red, yellow to yellow, and white to white.
AND I TRIPLE CHECKED THE "switch", it *IS* set to TV, NOT HDTV
Turned on TV, Turned on 360, went to the "system" tab, then "console settings" then "display" and this is what is there:
HDTV Settings
Screen Format
(under this it shows a picture of the back of the "switch")
(and under that picture it says the following:)
HDTV output is disabled (duh)
Your Xbox 360 Component HD AV cable
is currently set to TV (again, duh)
To the right it shows a representation picture of my tv and the heading is
"Current Setting"
"TV"
"Normal"
I must be an idiot because the only place I can find anything about changing to anything is under HDTV and then it shows 480p, etc..etc..
but because I don't have an HDTV, ..............bummer.
Am I missing a step here somewhere?
I know I said I would let it die, but when a senior member takes the time to try and help a newbie, I figure I owe him/her a thanks and either it didn't work, or it worked.

Yeah, you're right. It only displays normal TV when it's connected to a SDTV. Me, having an HDTV don't even see those settings. Everything is set up right, my next and last guess would be that you need a new cable. If that doesn't sort it out, then it's something with your TV and the 360. I've had problems with a PS1 and PS2 on an old Zenith SDTV. It would roll the picture and bounce. Hopefully new cables will solve your problem. If not, hopefully you get a new Tv for Christmas.

I just got to thinking maybe it has something to do with the Audio?
My sound weird but hear me out:
Under AUDIO settings **EVERYTHING** is digital. Digital this, digital that, no mono or "old school" settings.
I seriously doubt my 9 year old Toshiba has digital audio. What thinks you?
Let me guess, unplug audio cables and restart system? See if I see the lines? I'll give that a shot.
