i think you will need a location free player box for that wich coast about $100 over here

its kinda like a router that was mainly built for video viewing pleasure i wish i had 1 :(

lilfree, thats the Locationfree Player you're talking about.
This is Portable TV, I think it's p-tv.net or something.

Its on japanese PSP's for sure, I don't know if its on UK/US PSP's.

It takes you to the Japanese site, and you download videos from it.
Only short clips, not movies or tv shows.
Also, its all in Japanese! xD
