I found that out shortly after posting here. I'm currently using DAX's 3.02 OE-B. It's awesome. :D The Downgrage from 2.71 to 1.5 went flawlessly and I was then able to upgrade to 3.02 OE-A and then OE-B.
Thank you all.

How to put psx games onto the psp with v3.02 OE-B...
1.After updating to 3.02 OE-B, open the folder that contained all
the contents from "oeb.rar"
2.In this folder there should be:
-OEB_UPDATE
-popstation
-psx_readme.txt
-Readme.txt
Copy "popstation" to your ms0:/PSP/GAME.
MAKE SURE TO COPY THE ACTUAL FOLDER ITSELF ALONG WITH ALL ITS CONTENTS!
3.Use a program called CloneCD: http://static.slysoft.com/SetupCloneCD.exe to copy your PSX CD:
A.when clone cd opens up you will get a registration screen.
Just close it.
B.You will now have 4 icons, click the first one "Read to
image file."
C.Right-click in the white area and select "New"
D.Name it whatever you choose, probably the name of your game.
E.Choose the folder you want to put the Image of the Cd into.
F.Click "OK" and the cd will copy.
4.Now you need to convert the .img file you just got from CloneCD. Use psx2psp v0.7: http://dl.qj.net/img/dl.gif
A.Open "psx2psp" after extracting the folder you get from the link above.
B.Click on open and navigate to the folder that CloneCD converted your disc to.
C.You will see your folder in there with .img at the end of it
Click on the folder and hit "Open".
D.Check the boxes for "Speed ++ (Lags)," and "Create KEYS.BIN"
Click convert. THIS WILL TAKE A LITTLE WHILE.
5.Open the folder you had your CD copy in and there will be 2 new files
-EBOOT.PBP
-KEYS.BIN
Copy those files to ms0:/PSP/GAME/popstation
6.Now detach the USB, goto game and you should see the Hot Shots start-up screen, dont worry this is normal. Click "X" and the game should load up!
Hope this helps anyone who may need it. It took me 2 days to master it but it was WEEEEEELL worth it.

I do not agree with some of that list. Such as Castlevania SOTN, I have heard many people not being able to run it including myself.:(

hey cbusk85 u can just convert both the cue file and the iso file into an eboot and keys file by using the programme popstation, and for anyone who doesnt know how to upgrade to 3.02 oeb and to convert and play psx games heres how (ive wanted an excuse to show the guide i wrote lol):
Your PSP must be on version 1.50, to check whether your PSP is or not go to settings, system settings, system information on your PSP?s menu. If it is?.GREAT! if its not then downgrade it.
Once your PSP is at version 1.50 go to settings, system settings, format memory stick and then click yes when prompted. Then go to ?restore default settings? which is under the ?format memory stick? button and select yes when prompted the restart the system by pressing x when prompted.
Connect a USB cable and go unto USB mode, double click on the ?302_BASIC_Installer_150? installation program and press next, and then next again, select ?Give Me 3.02 OE-A (Recommended)? then press next, choose a directory to install the files by clicking the ??? find the drive your PSP is in my case :F, press ok then press next and finally press start, THE INSTALATION WILL PAUSE AT AROUND 37% OR THE INSTALLATION WINDOW WILL GO WHITE BUT JUST BE PATIENT DO NOT CANCEL OR ANYTHING JUST WAIT OR YOU MAY RISK BREAKING YOUR PSP, after a few minutes the installation will finish and you will get a window stating that ?3.02 OE-A has been successfully installed????..? press exit.
On your PSP cancel the USB connection and scroll right to game then down to memory stick and press x, there should be a program there called ?3.02 OE-A Firmware Install? start it by pressing x, you should get a message in red writing on a black background saying ?You are about to flash your PSP to custom firm 3.02 OE-A. Press X to start? WARNING THIS IS YOUR OWN RISK if you don?t want to have 3.02 OE-A then press R.
Press X and wait a while don?t turn it off, don?t open the UMD draw, and don?t touch a thing until the screen says ?Done. Restart the psp manually?. Do as it says and hold the power button up for a few seconds and then turn it back on again.
Connect a USB cable and go to USB mode, extract the contents of the ?oeb? WinZIP file onto your desktop, there should be 4 files: OEB_UPDATE, popstation, psx_readme and Readme. Open up your psp through your computer and open the ?PSP? folder, inside should be: GAME, SAVEDATA, MUSIC, PHOTO and GAME271. Create a folder called ?GAME150? and place the folder that?s on your desktop called ?OEB_UPDATE? into the ?GAME150? folder.
On your PSP cancel the USB connection and scroll right to game then down to memory stick and press x, there should be a program there called ?3.02 OE-B Update? press x to open it and wait about 10 seconds and your done, you now have a PSP running 3.02 OE-B custom firmware, now on your PSP format your memory stick as before, and restore default settings. NOW THIS IS VERY IMPORTANT connect your PSP again to your computer and go into USB mode, double click on the ?302_BASIC_Installer_150? installation program again and press next, and then next again, select ?Install the RECOVERY folder for returning to 1.50? THIS IS VERY IMPORTANT IN CASE YOU DON?T LIKE THIS FIRMWARE AND YOU WANT TO GO BACK TO 1.50 TO UPDATE TO ANOTHER ONE if you don?t do this you cant go back to 1.50 any other way, press next, choose a directory to install the files by clicking the ??? find the drive your PSP is in my case :F, press ok then press next and finally press start, IT PAUSES AGAIN BUT THIS TIME AT 80% ALSO THE WINDOW MAY GO WHITE BUT DON?T WORRY, JUST BE PATIENT AGAIN, when its installed press exit and your done, to enter recovery mode turn your PSP off completely and turn it on again the moment you push the switch up to turn it on hold R until a pink screen comes up saying ?Recovery mode? at the top in blue writing, to recover just go to ?Run program at /PSP/GAME/RECOVERY/EBOOT.PBP? and follow the instructions that follow you can see how it is important not to change the order of your psp folders as it may mess with the recovery process. And now onto putting psx games on your psp!!!!!
Just to check that you are infact in version 3.02 OE-B go to settings, system settings, system information and find out.
Connect your PSP to your computer and go into USB mode, install the program called ?cdr40c-a? and thenextract the WinZIP file ?PsGUI126b? to your desktop, also you can delete the files on your desktop used before because you don?t need them now.
If you wish to play PSX game you will have to get the psx game cd and convert it yourself by following the instructions below.
1.Put the PSX game that you want to rip in the computer drive.
2. Run CDRwin, choose to extract disc, choose a title for your game and press start.
3. Run popstationGUI and browse for the ?bin? file that has been is ripped from the ps1 disc and click "go".
4. After the processing's done, look in your output folder you selected and you should see a EBOOT.PBP and KEYS.BIN file.
5. Place these 2 files in a folder and name the folder the name of the game and then place the folder in :\PSP\GAME Eg, for parappa the rappa game, put in :\PSP\GAME\parappa.
ALSO IF THE GAME YOU WANT TO PLAY IS MULTIDISK THEN WHEN IN POPSTATION each disk you convert must have the exact same name for game save and the exact same game id otherwise you wont be able to change disc when the time comes, so I suggest you copy and paste these into a word document when you copy your first cd
Please please I don?t deserve your money???????????£10 will do hahaha
im so clever xx

Or instead of copying and pasting a guide you can just tell them to upgrade to 3.03oe-c and there shouldnt be anymore problems with anything.

Just a lot of beating around the bush, when you could just say to upgrade to 3.03oe-c. Not really that hard.
