Okay, I know this question has been asked over and over again, but I just need someone to break it down for me, b/c I've been trying this for the last 5 days and can't get anything to work.
Problem: I'm using a v1.5 PSP and I'm trying to install gpSP v0.9. The gpSP file I'm using had like 3 WinRAR files and I don't know if I'm supposed to use all 3 or only one. I did the KXploit Tool, got the gba bio, and the game_config.txt file and a Pokemon Emerald rom. I go to memory stick and click on PSP-DEV Launcher the PSP screen comes on and then it says the game could not be started (80020130). All I want is one Pokemon game to play. Please help. Sorry it had to be so long.

You don't need to use the kxploit tool. Just find the folder which contains a gpSP% and gpSP folders and copy the those folders to X:\PSP\GAME\ (where X is the drive letter of your PSP). Then put your rom in X:\PSP\GAME\gpSP\Roms\. Then put the BIOS in X:\PSP\GAME\gpSP\.

Sure EuroStylz, that would be fine. All I have to do is save it on my memory stick? I don't have to use the use the kxploit tool and all of that?

Now I get to this menu that has Graphics and Sound options (and a bunch of other stuff) and another menu w/ Display scaling: scaled 3:2; Screen filtering:yes; frameskip value 4; frameskip variation: uniform; audio output: yes; and audio buffer. But it says no game loaded yet. Where to go from here?

I put a rom in E:\PSP\GAME\gpSP\ROM, but it isn't showing up on my psp. When I press triangle it just shows information, no rom folder. The game_config.txt said something about game_name, game_code, and vender_code. Is that something I should be concerned about?

Alright, got it working. A little slow, but I finally got it, well actually it was my cousin that got it to work, but I like to take all the glory. Thanks.
