device IO control failed !!

I am getting an error when I go to burn a PS2 to dvd - "device IO control failed" (FSCTL_LOCK_VOLUME) unable to lock volume for exclusive access - reason access is denied. I have tried to burn w/ DVD Decrypter and IMG with 2 different burners also. Is there a settings issue?? Please help..
