Language used in menus and dialogs: A Bug? HELP!

Hello,

When I try to change the language used in menus and dialogs in MS Windows XP Professional (SP2) not everything changes.
Start would change to the language I chose, but for example 'My Computer', 'My Documents', My Network Places', and right clicking would still the same, that is in English. In the past I had no such problem, everything would change to the language selected, including things mentioned above. I have the same problem on 2 computers, reinstalling Windows didn't help, nor MSs site. Another friend of mine has the same problem.

This is really driving me nuts, any help would be much appreciated.
