I have 3.02 OB installed on my PSP right now. Could i use the Easy Installer for the 3.03 OB firmware , or do i have to install 3.03 OA first before OB?

You need to upgrade to 3.03 OE-A first and then you can go to OE-B

Download this :- http://rapidshare.com/files/11004944/3.03_Installer_pack.zip

Its not an 'easy' installer so to speak but all you need to do is copy the 2 folders into PSP/GAME150 then run the update from the Memory Stick.

Will this easy installer work for a psp that has 302 oe-b installed?
(just a simple update or do I have to remove that version?)
