Actually the official readme with 3.03 OE-B states

3.03 OE-B features :-
Support for full-screen video
Better backup game compatibility
Better overclocking support, and slightly more ram in-game

AVC is better quality resolution compared to mp4 its an upgrade we got in the 2.00 firmware (might of been 2.50) it was made for us to download sony's videos in better quality from there website. in my opinion, i think the pass 2 is a like a second run through to make the quality slightly better (like when you do a test, you go through it again to double check your answers and sometime you find your mistakes and then correct them) i think thats what it does, but 1 pass is fine

This guy is all over this forum bad mouthing OE-B, and getting his facts wrong EVERYTIME.

Ever wondered why that little text file you get with a download is called a README?
